What a refusal looks like
OFAC records that the vessel ARTAVIL (IMO 9187629) is linked to NATIONAL IRANIAN TANKER COMPANY. That name matches 2 different legal entities on the list:
- NATIONAL IRANIAN TANKER COMPANY matched on the entity name itself
- N.I.T.C. REPRESENTATIVE OFFICE matched on a registered alias of this entity
So the resolver does not answer. Two distinct companies answer to that string, because sanctions lists record aliases and an alias is not an identifier. Picking one would attribute these vessels to the wrong company, and a wrong merge hides itself: the vessel simply disappears from the right company's file and appears in another's, with nothing to flag that it happened. Every candidate is returned instead, with the evidence for each, and a human decides.
What this does not tell you
- This is identity data, not behaviour. It holds no vessel positions, no voyages and no movement of any kind. A designated tanker sailing an ordinary route exhibits no anomaly. Nothing here detects activity, and any tool that claims to detect wrongdoing from a sanctions list is misreading the list.
- An ownership link is evidence, not proof of an act. That a company owns a hull is a fact about a corporate register. It is not a finding about what the hull did.
- A vessel absent from this list is not a clean vessel. It is a vessel this dataset does not name.
