        "This is a floor, not a census. The number of license plate readers in Bexar County is not published by anyone who operates them, so there is no denominator and no coverage rate can be calculated. 550 is the number volunteers have mapped, and the real number is unknown and larger.",
        "Who operates a camera is mostly unrecorded: 474 of the 550 carry no operator tag at all. No figure here supports a claim that any named agency runs a particular number of cameras.",
        "Not every camera here is a police camera. Retailers and private businesses appear among the tagged operators, and a car park camera is a different thing from one on a public road.",
        "This records that a device was observed at a location. It says nothing whatsoever about what any camera records, how long anything is retained, or who it is shared with. None of that is in this dataset.",
